i was wondering does communism have a government system. if so then the government would be a ruling class and thats what communism is sopposed to abolish. and if there is no government then it would be a form of anarchy and if there is no government then how is the money sopposed to be issued out.

then how are people soppose to make the money that isneeded for them to live. because it is stated in the book " The rise of modern communism" that everyone make the amount of money that is required for them to live.

People living in a communist epoch don’t make money. The idea is that each member of society works for the benefit of there neighbour, the neighbour works for their neighbour and so on until the chain is completed with the original member first stated receiving the products of the labour of their neighbours neighbour. This is of course a simplistic analogy.
I think the original quote you are looking for is “to each according to his needs, from each according to his ability” from Karl Marx’s ‘Critique of the Gotha Program’.

Law enforcement is a problem in anarcho-communism. This can be solved with stalinism- a dictator is added to the communism to KEEP THINGS IN CHECK. Not to rule. There would be a police force as well to enforce laws. There can be no criminals in communism.
