Congress will charter the National Federation of Labor (NAFL) which will establish guilds for each industry/occupation within the private sector. Each guild will establish a chapter in each U.S. county for each separate employer therein.

Membership in the NAFL will be optional and may not be a requisite for, or barrier to employment. Employment in the guild's industry/occupation will be required to establish membership, but need not be required to maintain membership.

No person may be a member of more than one chapter at the same time, nor may they join a chapter within six months of being a member of any other chapter.

The NAFL will have a board of directors consisting of 1 director for every guild or 1 member for every 25,000 guild members, which ever is greater.

The board of directors may levy membership dues on any NAFL member but such dues may not exceed 25% of the member's annual wages and salary, nor may members within the same chapter be assessed an unequal percentage of wages/salary in dues.

The board of directors may establish a pension fund and contract to provide health insurance, workers' compensation insurance and other benefits as it deems necessary for NAFL members. Termination of a chapter member's employment or chapter membership will not cause termination of any benefits, pensions or insurance policies.

Individual guild chapters may establish contracts with their employer specifying wages, working conditions et cetera, but no contract may alter the conditions of any other contract or otherwise obligate employers or guild members in any other county.

Employers may dismiss any employee for any cause at any time, but a chapter member that is dismissed may be replaced only by another chapter member who has been a member for at least the same term as the dismissed employee.

Chapter members may not engage in any labor stoppage during any term in which a labor contract is in force.
