Concept on VERY Decentralized gov. seeks review!

Hey all. I am working on a concept for a decentralized government scheme which is based mostly on VERY libertarian, multi-cultural, (anarchistic?), open and FLEXIBLE government which would be bottom-up, not top down. It's still very experimental and it builds on lots of great ideas that many people have espoused. It's not that long, and I'm looking for the most (thoughtful and clear) criticism that I can find in order to improve/scrap/revise. Suggestions, criticisms and further reading recommendations welcome. Please no flames as I'm trying to get something done. I know it's incomplete. Thanks!
