Brazilian regions and regulations

Boris:

A friend of a firend (a foreigner) was refused a CPF by the RF in Campo Grande MS - the guy wants to buy property there. The problem is probably due to the extreme lack of foreigners who want to buy property there. (Execpt the Moonies) how's my advice?

My guess is that this is a case of incompetence rather than malace - can you cite any laws/regulations (numbers and dates) that can be quoted to the guy at RF in Campo Grande?

I'd like to help, but since I'm not in this business I don't want to get involved beyond sending a few emails.

You can help the guy by making some phone calls for him. Call the RF in Brasilia, ask them what the regs are and tell them what happened. Did you go with this guy to the RF? and does he speak Portuguese? I would hate to see him waste the time/money to come to Rio just to get a CPF

also if you can get him to state exactly what happened in an Email and send it to me I'll check on it.

All the Laws and regulations are readily available on Receita´s Federal Web Site:

http://www.receita.fazenda.gov.br/

I agree that with you that it might be the case of incompetence vs. the actual ill-intent.

The law (as of 12/01/2002) actually requires that all foreigners (and Brazilians) obtain a valid CPF number if they are to maintain property ownership in Brazil.

Then there is always the option of joining Moonies
