One of the reason's as to why it's not on there is because we have to purchase it every year. It's included in part of our clinic fee. Another reason is because we get enough people arguing with referees thinking that they know all the rules without it being available to them. I believe its better being limited. If you want to see it so bad, sign up to be a ref. Who knows, maybe your association might even pay for you. You get your rule book, a nice uniform, and make come great pocket money.
