... can purchase the rule book but why should they have to? It should be available on the CLA, OLA, etc. websites for free. They cost about $15 but who makes the effort to buy one? Certainly not the average fan and I doubt many coaches buy them nor do clubs buy them to distribute to their coaching staffs on an annual basis. So basically the Referees are the only ones who have them because as you say they "have to purchase it every year ... as part of (their) clinic fee". When you think about it, shouldn't a player be able to read the rules if he wanted to? Instead a lot of them rely on their coaches who I can tell you aren't always the best source.
