Depends on whether you are able directly influence government policy and/or directly influence the implementation of government/public services at home from where you work or not. My personal experience is that, now I am able to influence government policy (well at least the organisation policy of the government organisation I work with) as directly inject resources (funds, equipments, training, etc) and influence on the ground implementation of certain services. Why is this so? simple - I hold the purse stings for the projects I manage and tell my wantoks (ex-colleagues) at home that if they want the goodies then they need to follow the rules and practice good governance (accountability, transparency, governance, end-user/pubic benefits, etc). Also one is not subjected to the usual pressures of pollies and all sundry...
My ex-dept is happy with the added resources that is coming into the organisation to better serve their clients (public), my extended family is happy with the remittances and the country benefits and I'm happy with my small contribution to my country.
