Permits for Humphrey's?

Since when do you need permits for Humphrey's? Only in winter? I climbed it without, in late summer, though it was some years ago. Only problem was my breakfast wore off making for a slow climb while 3 youths tore by me, never to be seen again. Somebody was setting off explosives in the distance, seen from the top: there was a big orange fireball then a heavy boom a long time later. I slipped on loose gravel on a ledge on the way down and crashed on it; there was little damage except to my temper.
