PNG-born man charged in US
A SOUTHERN Highlands man who became an American citizen was charged with swindling an elderly man out of thousands of dollars and then leaving him near death in Kansas City.
Reports out of the US said the Jackson County prosecutor described this case as a terrifying example of how criminals can take advantage of the elderly.
Richard Rambua, 47, was charged with exploitation of the elderly and two counts of identity theft.
The victim is a 74-year-old man who suffers from a brain injury.
The prosecutor said Rambua convinced the victim to sell him his house and then charged him rent.
Rambua is also accused of racking up thousands of dollars in credit card debt in the victim’s name.
In July 2007, two of the victim’s church members found him severely dehydrated, malnourished and living with no air condition.
Rambua faces up to 16 years in prison if he is convicted.
According to court records, Rambua befriended the victim from early to mid 1990s. In 2004, he persuaded the victim to sell him his house in the 6400 block of Peery Avenue for US $76,000 (K207,000) and also to take out a second mortgage of $14,600, on which the suspect never made payments.
The victim was allowed to stay in the house but was charged $8,305 rent from October 2004 to July 2007. During that same time, Rambua also allegedly charged the victim for repairs and obtained $23,340.08 from the victim for unknown reasons.
Earlier this year, Rambua allegedly took the victim to a bank to take out a $3,000 loan. When the first bank balked, Rambua found a second bank that provided the loan. Rambua allegedly got the money.
The victim currently resides in a nursing home, where Rambua allegedly visited him several times, trying to convince him to move back to the house, court records say.
Rambua confessed to opening four credit card accounts in the victim’s name without his permission, court records say. He also admitted to charging the victim $31,000 in rent and not making any payments on the house mortgage.

This is truly a disgrace for the rest of the PNGans leaving in USA
