Colin was a spanker of bare bottoms.

I'm not so sure that West would have spanked these girls on their bare bottoms, basicly in this situation you have one girl, the girl I think called Fiona who was the original victim of these two girls, there is also the girl who is either awaiting her turn over Mr West's knee or standing in the corner rubbing her smacked bum, as well as the girl being spanked at the time. In this case West has three witnesses, in which case I assume his spanking might have ben closer to the law i.e. smacking the girls bums with knickers on and skirts down. I think he would have left the bare bottom smackings for in his private study with no witnesses.
