I think as a measure of protection against the possibility of a spanked male child developing a sexual fetish new measures ought to be introduced that prohibit any actual physical contact other between a child and a woman
during spanking.This means no over the knee/lap stuff as thats where the problem arises as male genetalia frictionise against womens thighs,knees,
hosiery or waist and genital region.These are highly erogenous zones of a woman.
Not even hand flesh should be in contact with buttocks.
