In all spanking literature I have never read of a certifiable(ie in the newspapers)case of OTT punishment where there was teacher parent collusion.

I am unsure of what is “OTT punishment”, but there is a press report of a teacher spanking a girl with the girl’s mother initially giving her permission at:

Not sure what your seeking here Bozo, but in my experiance of CP I know my mother activly encouraged the use of a cane on us (three boys) by a lady teacher who lived near us.This was 1950s and in a village situation.

Interestingly I was told by the head at secondary school that my mother had requested the cane for me after he had contacted her regarding my behaviour. I assume this was by letter as phones were rare back then, when I got home after being caned that day mum insisted that the head had suggested that he cane me and she had agreed.
I believe that parents and teachers must have contacted each other a lot during those years, but like you I cannot find any reference to it.

I do know of a father writing to a boys school house master requesting a caning for his son that was during the 1970s, and a public school.

Mother approved caning

I was caught copying in school exam. I was a 16 yrs old girl. Our headmistress phoned our home & asked mother whether I should be punished as per my misdeed or take up the matter before School Board. Mother told her to punish me as she liked, so next day, I was caned in class with me touching toes & panties down to knees. 13 strokes on bum.

I also pissed in between the caning.

Looking back, both mother & the head did the right thing for me.

This was in India- year 1995.
