OK, in KZN all the Provincial Traffic Dept's (NPA / RTI)are linked via NaTis. The license renewal comes from NaTis.
The municipal traffic Dept's are not linked.
The Sec 341 ( Camera Mailer) is posted to the owner of the vehicle he or she then accepts responsiblity for the offence OR notifies the Dept of the driver at the time of the offence. The whole procedure starts again for the "new" driver. This can go around in circles >>>>>
In SA normal mail delivery is not accepted as "official" delivery and 95% of SA don't PAY on this notifications.
If u don't respond to the Sec 341,(Camera ticket OR parking ticket) a Section 54 will be generated. Normal procedure.
A Sec 54 ( Summons) must be delivered either via registered post to u or to somebody older than 16 which is permanetly living with u or working with u. This is known as a NON-personal service, Some courts don't accept this service.
Personal service is serving the summons directly to u in person.
The "new" pay date and court date will be on this document. Failing to respond to a Sec 54 or Sec 56 is a criminal offence and a WARRANT will be issued for yr arrest.
If the Traffic Officer stops u and give u a "dear John" letter (Sec 56, speeding ticket, summons) U must pay or appear in court as per dates on notice, failing to do so, a Warrant will be issued to arrest u ... U will pay the fine as well as a Contempt of Court Fine

Moral of the story ----- Wait for the summons, make them work for their money nothing illegal about this
