Think this type of question should also be answered by those in the Police Deparment K-9 units. Especially with the blanket overtures made towards the Police Force in General.

We should follow up your questions with an answer from someone at a k-9 training cert facility.

I know a couple of people who would more than likely be interested in an interview and debate your statements.
