Help With Dry Brushing

Hi I have a question on how I should go about dry brushing this



Its not quite a model but I didnt know who to ask that would know about painting a good looking beat up look on something similar to ABS plastic.

Do I need to put a base coat of black onto it or can I skip the because its already a dark color? This is my first time painting something so I have no idea where to start.
