The General Manager for PNGRFL Mr. Joe Tokam justified that the AGM was re-scheduled to 30th Jan 2011 due to affiliated leagues re-applying for affiliation in 2011 must provide leagues and clubs application with affiliation forms, annual affiliation fee of K500, minutes of leagues AGM, clearly stating the election of or ratification of office bearers, presidents report and financial report and the PNGRFL has to provide its report on the Prime Ministers X111 that was held in September in Port Moresby, the Four Nations tournament and also prepare the 2010 financial report which was not ready.

We dont want to repeat what had transpired in the 2009 PNGRFL AGM that had brought chaos to the operation of PNGRFL administration and also affected the performance of Kumuls in the Four Nations tournament in Australia and New Zealand this year said Tokam.

Now, to the True Outsiders or True Insiders of the PNGRFL, do you agree with this adjourning of the AGM basing of Tokam's reasons or do you think there are some hidden agendas?

How much time do they need.......this happens year in year out!!!

Is it a legitamate reason or as others say, 'hidden agendas'!!

Under the constitution, you cannot have an AGM unless you have financial accounts ready to be presented.

PNGRFL (Juffa, Kramer, Numapo, Veratau) probably don't have the financial reports ready and that is why they cannot hold the meeting. That's my take on it.

You stand corrected AGM's can go ahead without the financial accounts being presented....the fact is it was suppose to be done months ago and the interim committee charman failed to get it done and will also fail to get it done in January.

The way forward would be to elect a proper qualified board and have them arrange to have the financial reports done after the AGM and call a special general meeting in February to present it.

Section 13.2 states that the AGM has to be on the last Sunday of November and no later than 30 November. So the deferral of the AGM is illegal.

PNGRFL constitution states the fiancial year 1st Nov to 31st Oct so everyones membership expires as of 31st Oct and therefore once your membership expires you are no longer a member and therefore disaqualified from attending the AGM or requesting extensions. Only those memebers who have renewed their membership reserve the rights to defer the AGM. By first attending the AGM and requesting it be deffered.

So where to from here?

AGM has been deferred.

Some people say it can't be deferred.

Will there be a meeting on Sunday?

If there is a meeting, who will be attending?

Will people recognise it as a valid meeting if there is an election held at that meeting?

As stated earlier in the hisotry of PNGRFL the AGM has never been deferred to allow the members to renew their membership...

The real reason for attempted deferral is because the other nominees failed to meet nomination deadline and they now know it and the only way to be eligble is to defer AGM.

If you think back only last week Numapo came out in the media stating all leagues who fail to meet criteria for renewing their membership will not be eligble to attend and therefore dont bother attending, he also made public his intention to stand

What he didnt realise at the time he was disqualified from nominating himself because the deadline for nominations was a week earlier...

This week Numapo was made aware of that fact by Joe Tokam....which resulted in him now agreeing to defer AGM and claiming it is important to defer AGM to allow leagues to meet the criteria of renewing their membership

Joe Tokam who abstained from making comments in media all year and now he has obviously been instructed by Numpoa to make statements. He has somehow remained quiet on the whole thing because he knows if the comes out in the media he will look stupid.

So BK will you and GJ still head off to Lae on Sunday to attend the AGM?

Funny considering the AGM has been on the last sunday of November for the past 10 years...

When the interim committee came into effect in July a full media statement was made by Numapo stating the court order that now effected their powers stated they would have to convene the 2010 AGM which is to be no later than the last Sunday of November.

The fact is NGI and Northern Leagues are the only leagues to renew their membership they are the only ones that have the ultimate say

No! This isn't right..There is something fishy going on? Every one knows by constitution that AGM is last Sunday of November. They should prepare for the AGM...It seemes that there are people who trying to take sites by allowing those others who did not affiliate must do so, now till Jan 30th so they can get their votes... Who would that be????? Still a mystery? Why would an interim admin defer the AGM and under what section of the constitution? To have all the records and financial statements is a daily duties which financial controllers and accountants do, they don't wait for 3 months and then go back and dig up the files and check recipts again, coz it does not describe who they are. This reason of financial statement not ready is hopeless. While on the 4 nations, you know very well that after the series, there is the AGM , while on that note, you are preparing financial report simulataneously to meet the deadlines and requirements. Why sneaking off to Fiji and wasting time there? something fishy is going on.

Ok so we don't really know where things stand then. On one hand we are hearing it has been differed, others saying it has to go ahead......we would just like to know what the hell is going on!!

An AGM is a scheduled and constitutional activity that must take precedence regardless of any political items on the agenda.

If Hon Jeffrey Nape can manipulate the Vote of No Confidence in the the Haus Tambaran, I am not surprised that his compatriots in PNGRFL who are of the same lineage are as equally capable or as dangerous.

Word is the Kramer AGM took place late Sunday night in Lae
and he was elected without the legitimate minimum number of members.
He will argue it was constitutional but the facts are that the so called leagues
that he will claim voted for him are questionable, again in place to suit him.

But that is fine. We have just sat back and watched him take tha bait.
