the ability to pick up sticks is certainly a lot more complicated when you start from a planetary base.
I spent a couple of days juggling numbers for the destruction of Tierra Nueva and figuring out the number of survivors I could justify. Postulating a lead time of about 2 months before the planet was gone, the Tierrans manage to get seven million people into high orbit. Looking after them once they're there is doable - the orbital resources of even a tiny nation are formidable, but the spacelift capacity the Tierrans have is tiny in comparison - they're used to moving several thousand a month, tops (the entire Unified Fleet is made up of only a million or so people).
In that scenario, less than 1% of the Tierran population survive the cataclysm.
