This is a book by David Drake. It's... it seems to be a fantasy with sci fi trappings... but if it has an internal logic for the events, I can't see it. That's not to say it's not entertaining, but... Arrgh. I want to see the setting documentation on this one, but I think it might not even have any... this is why I stick to science fiction and tech thrillers, I can't deal with things happening just because. If an explanation for the way magic works in it, and the history of the world, could be worked out, it might do well as an ofbeat Spiral world - heck, maybe even the homeworld for the ancient mage guy, if the book was accepted as being from before his takeover of the planet.
