Yes, some inserts may be faded artificially, but how can anyone be sure? There is no way to tell conclusively. That being said, buyers should think about that fact before spending their money. The meaning of "Faded" can also be subjective. That would mean only NOS inserts can be sold? If the insert is an original Rolex part, than I think they buyer can make their own decision on wether or not to buy, and how much they want to spend on it. The policing gets into a grey area and seems like more work for the mods. I respect the effort to protect buyers, but the market users are adults, they should be able to decide what to buy or not buy, no matter how ridiculous the price is. Just my opinion..
