Anyone ever see Case pitting like this before on 2.4 mil 5513? It’s on dial edge??

I’m being offered this piece. Judging by the one photo, the hands are redone.

But what’s up with the pitting or chips in the case around the dial edge? What could cause this? Maybe someone tried to remove the pitting and it actually chipped a chunk out of case?
