My friend got Employment Based Immigrant E3 Visa dated April 17, 2002 and he went to USA dated June 06, 2002. He got his GC dated June 25, 2002. He came back to his home country dated September 01, 2002. Now he went again to USA dated June 9, 2003 and want to come back for 6 months in September. My question is " after how much time he can get his citizenship?" He didn't live more than 6 months in USA. When will he get his citizenship? Please answer me in detail!!!

In order to apply for US citizenship, your friend will have to show that he has continuously resided in the US for five years subsequent to becoming a permanent resident. If he spends an excessive amount of time outside of the US, he will have difficulty in showing continuous residence. Simply having a green card is not the same thing as actually residing in the US. By spending a lot of time outside of the US, he also could be at risk of losing his permanent residence status.
Without knowing more about his situation and the reasons for his travels outside of the US, I cannot provide a more detailed response. If he would like me to examine his situation, please have him contact me directly via e-mail to arrange for a consultation.
