My Fiancee has entered from the UK twice this year on the VISA waiver program the 2nd time they gave him a hard time at airport and told him that he could not come back after this visit. We have no intention of marrying secretly actually we plan to marry in UK as he has 3 children with his ex wife who live in UK. Was the officer just giving him a hard time or is their a limit to amount of entries allowed, he will be returning to UK in a few weeks but would like to come over for one more visit next March before I travel to UK to marry we will then do all the legal steps depending on where we settle. Also both times he has visited he had already purchased return tickets and will again.

There is no regulation governing the number of times someone can travel to the US under the Visa Waiver Program (VWP). Nonetheless, immigration inspectors have great discretion in admitting someone to the US or refusing admission.
In order to be admitted under the VWP your fiancé has to show that he is coming for a temporary visit as a tourist. Simply having a round-trip airline ticket is not necessarily sufficient. The more time he spends in the US, the less likely an immigration inspector will be to believe that his visit is a temporary one as a tourist, but rather that he plans to stay permanently in the US.
