I am German and my boyfriend is American. Currently, I am going to school in Germany, but my boyfried still lives in the US. We are planning to marry and in the long run I am planning on moving back to the US.

Can we get married while I am here on a tourist visa and then file for the K visa, while I am back in Germany?

Yes you can. In that case you would apply for a K-3 visa.
