Marriage based green card application

Hi,
I am very confused regarding where to file my I130 package and I485 package.
The ins says to file them together at the "ins office". Does that mean the service center or the local officce? I live in new york. The vermont center seems to handle I130 petitions and the local office here in NY I485s.
Should I send both packages to the Vermont center? If so will they transfer my I485 file to the Ny office for the interview?
Does the vermont center handle I485 along with I130 as one file?
What is the process to follow here?

If you are married to a US citizen, you'll file both the I-130 and the I-485 with your local USCIS (new name for the INS) office.
