Senior visa(B2) question

Mr Weiner:
I have a question about senior visa(B2). I remembered a while ago I read something some where(not on this forum) about senior visa. It said that if the person is 80 years or older, than that person has the option of sending the paper works to the ambassy instead of going to there in person.
I am an US citizen and I live in the US. Recently my mother is planning to vist me. She is currently 79 years old and lives in China. I was wondering if you know about this policy, and if it is indeed true, would my mother be qualified.

Personal Appearance Waiver

There is no such thing as a senior visa, but it is possible for visa applicants over the age of 80 (and under the age of 13) to obtain their visa without having to appear in person for an interview. This policy is referred to as the Personal Appearance Waiver. For more information, check the website of the US consulate where your mother will be applying for her visa.
