Petitioning parent who lost I-94

Hi there,
As a just naturalized US citizen, I want to file petition for my mother. She came to the States in 1991 as a B-2 visitor and is here since then. Of course, her visa expired long time ago. Problem is, that she lost her I-94. The only what she has is an INS stamp in her passport, with date. What is the next step now? Should she file I-102 and wait for an answer before I will file I-130 + other forms, or should I file I-130 and other forms with explanation why I-94 is missing.

Proof of Entry for Adjustment Application

The stamp in her passport is sufficient proof of entry. You do NOT have to file the I-102.
