If you are selected for the lottery but are out of status, you can still apply for your green card if either (1) you have been out of status for less than 6 months – in that case you can process for your green card through the US Embassy in your home country or (2) you are 245(i) eligible.
If neither situation applies to you, then you won’t be able to apply for your green card.
