I ‘am writing this letter to give me answers to my case ; which I didn’t understand, in spite of the laconic explanations provided by the officer of immigration, I was confused and shocked .
In fact, the day of my first inscription to the DV- 2007 in 11-10-2005 on this date my newborn had 44 days (his name Yousef el Bayadi) and he was sick at the hospital; I have all the documents which proof what I have just announced.
I had problems to register it without a photograph who meeting the standards required by the DV 2007, I afraid to be disqualified so I didn’t included it into the application because I think when I explicate this dilemma , they didn’t believe that this is violation of the DV rules.(see instructions: steps to successful photos).
I was conscious of this problem in uncertainty to gain I left the things to the chance.
When I received the first letter saying I’ am winner;
I hesitated to answer because I knew that I would be disqualified but I tried once again in their sending all forms additionally form of newborn that I couldn’t register.
also it is very important to note that in instruction DV 2007 don’t elucidate clearly which stapes the applicant will disqualified KCC or visa interview consulate (see instruction DV 2007 steps 14)
it‘s different for DV 2008 where it‘s clearly mentioned “failure to list all children ,who are eligible will result in disqualification of the principal applicant and refusal all visa in the case at this time of the visa interview see instruction DV 2008 step 14”
After all; I was thinking , if I am not in conformity with the laws of the lottery, KCC will disqualify me and my application will be rejected so my road towards the visa will end at this time.
With my large, astonishment, I received a letter from KCC invite me again to go on my road towards the visa and fixing me an appointment for an interview with a list of the recipients including the baby ( el bayadi youssef) purpose of problem and asking me with much assurance to begin the process of immigration also he said in (DV 2007 REV 07/06 PAGE 1) KCC has received the completed forms necessary to qualify you and your accompanying


family members for a diversity visa interview (it is meaning all beneficiaries see copy of notice to visa applicant in enclosures)
and I must to do : medical examination, translation, pay our fee (3020 $ ) and give me appointment date at the consulate in Casablanca the 10-10-2006 at 9h 00 mn .
Receiving the 2nd package finally brought home the reality of our DV win.
The day of the interview once again the things was suitably; took digital fingerprint, signatures of forms etc…..
The officer thanked us for our time with smiling and wishing me “welcome” delivering me a number to pick up my visa of immigration and the visa would be printed the following day ( see document in enclosures ).
However, this joy didn’t last 24 hours ;when the consulate called me ;I should to came to consulate but in this time it was for a very bad news the refusal of visa ; I became conscious that the officer act word to word about my case instruction DV 2008 subparagraphs 14 but I winner DV 2007.
I think the officer of immigration reconsiders already his decisions this it wasn’t Credible.
I realize from all what precedes that the KCC governmental agency coated me in error the instruction wasn’t clear about in DV 2007 see instruction steps 14)also they had all the documents and time to disqualify me.
it is unreasonable to push me towards a course which will finish in the failure.
I took very main decisions for our future life and the expenses.
This situation is embarrassing; having to wait 7 month for my interview only to have our terrible fate quickly decided in 1hour my be I was fooled or by my mistake who I paid the psychic and materiel damages which I have just undergone during some journey between Casablanca consulate and my residence RABAT;
Would you please tell me what action I could to overcome the refusal I believe in your fair law.

Unfortunately the consular officer’s decision was correct. Failure to list all family members in your initial lottery application results in the Embassy denying your green card application.
