cysts at suppression check

I'm looking for advice....I've now had cysts on my suppression check a couple times, which cancels my cycles. I think it's the high FSH that's causing follies to develop before my cycle even starts. The problem is that if I do BCPs, I get oversuppressed and don't respond to stims, and if I do estrogen priming, I do respond to stims, but the EPP doesn't suppress me enough and I get cysts. Anyone have any ideas on how to suppress without oversuppressing? Maybe I should increase my estrace dose for my EPP? (in the past I've taken 2mg twice a day starting 10 days post LH surge).
