Papua New Guinea and the Pacific Islands have been receiving a substantial amount of assistance over the last twenty years or so.
Yet developing outcomes have been at best average, and in the case of Melanesia altogether disappointing. What went wrong? What can be done better? One solution may be for a new compact, bringing together donors and Governments, based on the United Nations Millenium Development Goals. Australia will need to be a key player towards reaching these objectives.
