Intermittent DNS failure

I have a client with domain www.tirian.org who reports 1 in 10 times he sits down he can't connect to his site out of the country. It has happened in Nepal, Thailand, and Costa Rica. The problem will clear up in 10-30 minutes.

However, the really perplexing part is that in these cases he CAN connect using his IP address.

But, when I entered www.tirian.org into the dnscheck tool it shows no problems with resolution.

I had him do a tracert while it was not resolving:

C:\>tracert www.tirian.org
Unable to resolve target system name www.tirian.org.

C:\>tracert 69.61.15.130

Tracing route to 69.61.15.130 over a maximum of 30 hops

That trace actually worked, but myslef I'd suspect an misbehaving router somewhere along the path. Just a guess though.
