How do you fine tune a 428CJ Holley carb.

I'm using a 69 428CJ Holley carb (Model 4150)and 66 428 PI intake in my wagon. It has a rather aggressive cam ( a Blue Racer Wolverine)for the streets with a .554 lift for the Intake and Exhaust. It has a stock CJ fuel pump also.I'm having trouble getting the thing to idle decently at fast speed during warm up. Once warmed up it seems to run fine. But stop briefly and shut the engine off and when it is restarted it acts as though you just started a cold engine even though it is warmed up. It's like the thing loads up at restart. I've adjusted the fast idle cam adjusting screw some and the idle speed screw with little noticable results. The carb has been rebuilt by a good local carb rebuilder. The car when warm idles at 800-850 RPMS. Though this cam seems to run best when the RPM's are about 1800-2000 on up. Sometimes during shutdown it stops fine other times it wants to diesel somewhat but not all the times. What's a good idle RPM setting in Park and Drive? Does anyone have some tips on what I need to do to fine tune this thing? Is there ant additional info I could provide to help remedy this situation? Thanks Kent
