....w. a C8AE-A or H as you corrected. In this case your engine could be a 390 OR a 428. But you gotta know this Tony:
The 428 engines never came in a 64 T. Bird. Only the 1966 model came w. a 428 engine. They were given to only appx. 15-30 % of those 1966 T-Birds. First day of production was 08.02.1965, the last day was 06.10.1966. The total production of that model year was appx. 69 000 vehicles.
BTW the casting # that I gave you were from the 1997 issue of the AERA "Cylinder Head And Block Manual" distr. by the (American Engine Rebuilder's Association)
If you had a 428 in the car, then s.o. must have swapped it. That would be a perfect combination as the 4250 lbs light weight T-Bird is very demanding on torque.
