Apparently there are blocks that can be bored quite a bit but consensus is they are few and far between. Personally, and this is just me speaking, I'd bore just about anything street driven .030" over without worrying. For anything rev'd real hard though it would be smart to sonic check. And even then not everyone agrees on how much cylinder wall thickness you "need" to be safe for hard running.
