390 Crank/Main Cap Problem - HELP!!!!!!!

I am attempting to assemble my crank into my block (which have been turned .10/.10), when i install the main caps and tighten the bolts (hand tight or with the sock) the crank will not turn by hand. my Chevy buddies tell me that they are able to turn their crank. what could be the problem or is there's a problem? PLEASE HELP!!!!!!!

at first this sounds like the main caps aren't keep in order. if the caps are in order i would check the bearing to see if they sold you the right size, i have in the past got the right box but wrong parts, or make sure the machine shop ground the shaft right. i machine & build these motors. let me know if this helps.
