Zheng He would be a great fit, he's held in high regards and a national hero. More suitable than Mao. Although Mao was definitely not afraid of water, quite the opposite. He made several public swims in the yangtze river even into his 70s.

You are probably thinking of Uighurs in northwestern China. Uighurs are central asian muslim turks who want autonomy. Hui are just han chinese who practice Islam and they live all over eastern China, there's no animosity with Huis.

As for eunuchs, there's no bias against them by historians, although they do tend to get painted as corrupt in popular media. How else does men without balls compensate lol.
