The Iraqui armour Regiment performed too poorly for the explaination to be just gunsight and tactics related.
I know the technology did provide the allied with some advantages but some of the Iraqui crews must have scored some hits though and the British reported some very good results for their Chalenger II armour performances...

the Iraqis were firing training rounds and often 20 year old at that. They would have had trouble with T-62's, let alone M1's.
The Georgians had the same problem, they were firing 3BM-17's and 3BM-23's at Russian tanks. Suffice it to say no T-72B crew was particularly worried about such obsolete rounds.

the Iraqis hit some 200 vehicles, successfully killing about 18 if I remember. Their crappy ammo couldnt kill a modern tank. Trust me though, the USSR had ammo that could.
