I don't know who uses it but if there are those that do it could be a license issue or historical. But why ask who uses it and than question why it should be used at all. Either you know the answer to your first question and need not ask it or the second question is unnecessary before the first is answered.

Look for the Soviets. They used 82mm mortars.
Reason was simple too. They can use captured German 81mm mortar rounds, either dropped into the mortar as is or if accuracy is desired, a ring can be fitted to the 81mm round. But on the otherhand, if the Germans captured 82mm rounds, they are unable to fit the German 81mm mortars.
