NATO gives French general a top job

NATO has appointed French air force general Stephane Abrial as its new supreme commander, the first time in the 60-year history of the military alliance that a commander from a country other than the US has held the post.

Le Général Stéphane ABRIAL est né le 07 septembre 1954 à Condom (32).

Elève en classes préparatoires au collège militaire de Saint-Cyr en 1972, il intègre l'Ecole de l'air de Salon de Provence en septembre 1973 et poursuit son instruction à la division des vols en octobre 1975 puis au groupement élève 314 de Tours en mai 1976.

En janvier 1977, il est muté à l'Escadron de chasse 2/8 de Cazaux en tant que pilote ETO, puis rejoint l'Escadron de chasse 2/12 de Cambrai où il se voit confier les fonctions de pilote à l'instruction puis en escadrille.

Affecté en juillet 1981 à la 74ème Escadre de chasseurs bombardiers de Neuburg (Allemagne), il occupe successivement le poste d'officier de liaison puis de commandant d'escadrille du 2ème escadron en septembre 1984.

En décembre 1984, il rejoint Dijon en tant que commandant en second de l'Escadron de chasse 1/2 puis du 2/2 en août 1985, et en prend le commandement en juin 1986.

Chef des opérations de la 5ème Escadre de chasse à Orange d'octobre 1988 à mai 1989, il en prend le commandement en second puis le commandement en août 1990.

De juin 1991 à octobre 1992, il suit un stage au College Maxwell AFB ALABAMA (USA) puis au collège interarmées de défense au Centre d'enseignement supérieur aérien à Paris d'octobre 1992 à novembre 1992.

A l'issue de ces stages, il se voit confier le poste d'adjoint au chef du cabinet du Chef d'état-major de l'armée de l'air.

Chef de la section " stratégie et concept " à l'Etat-major international à Bruxelles d'août 1996 à août 1999, puis auditeur au Centre des hautes études militaires de septembre 1999 à juin 2000, il occupe depuis juin 2000 le poste d'adjoint air au chef de l'Etat-major particulier du Président de la république.

Nommé général de brigade aérienne le 1er février 2002, le général ABRIAL est maintenu dans ses fonctions.

Le 1er octobre 2002, il devient chef de cabinet militaire du Premier ministre.

Le 1er septembre 2005, il prend le commandement de la défense aérienne et des opérations aériennes.

Gen. Stephane Abrial was born on 07 September 1954 in Condom (32).

Student grades in college preparatory military Saint-Cyr in 1972, he joined the School of the Air Salon de Provence in September 1973 and continued his education at the division of flights in October 1975 and the group of 314 student tours May 1976.

In January 1977 he was posted to Fighter Squadron 2 / 8 Cazaux as pilot ETO, then joined the Fighter Squadron 2 / 12 of Cambrai, where he was entrusted with the functions of driver education and in flight.

Assigned in July 1981 to the 74th Wing fighter bombers Neuburg (Germany), he successively held the post of liaison officer and squadron commander of the 2nd Squadron in September 1984.

In December 1984, he joined Dijon as second in command of Fighter Squadron 1 / 2 and 2 / 2 August 1985, and took command in June 1986.

Chief of Operations of the 5th Fighter Wing at Orange from October 1988 to May 1989, he took second in command and the command in August 1990.

From June 1991 to October 1992, he took an internship at the College Maxwell AFB, Alabama (USA) and the Joint Defense College Center for Higher Education in Paris air from October 1992 to November 1992.

After these courses, he was appointed the post of Deputy Chief of Staff Chief of Staff of the Air Force.

Head of Section "strategy and concept to the International Military Staff in Brussels in August 1996 to August 1999, then Auditor the Center of Advanced Military Studies from September 1999 to June 2000, he has held since June 2000 the position of Assistant to Chief of Air Staff in particular the President of the Republic.

Appointed Brigadier General Aviation 1 February 2002, General ABRIAL is maintained in its functions.

On 1 October 2002, he became military chief of staff for Prime Minister.

On 1 September 2005, he took command of the air defense and air operations.

When French politicians imposes drastic measures in order to minimise the risks of co-lateral there are those who fustigate them, the use of PGMs is already a step toward hiting targets in a less undescriminate way, i am not too aware of the German strike affair but generaly it is bound to happen although most commenders are now well aware of the risks.

The NATO airstrike in Afghanistan on two fuel trucks hijacked by the Taliban has sparked a fresh debate on the international military presence in the country. DW's Sybille Golte examines the repercussions.

Many questions remain unanswered following the bombing of the fuel trucks in Afghanistan: What were the circumstances that led to the decision to attack? How many civilians were among the victims? Was there an alternative to the airstrike?

It will presumably take a few days before we have the answers a disaster, as the incident is already sending out fatal signals that are magnified in an atmosphere of uncertainty.

Message number 1: The alliance in Afghanistan appears to be more deeply split than was commonly known. Germany's Bundeswehr has been openly criticized by its partners in Washington and London even before there are any official inquiry results. The Bundeswehr has been as harsh in its criticism of the US military, which it says deliberately leaked false information in order to discredit the German commitment in Afghanistan.

The dispute is being carried out in the media, and it is only a matter of time until it reaches the population in Afghanistan. The consequences: the Afghan people will lose faith in the process of democratization the most important prerequisite for the success of democracy. The Taliban must be rubbing their hands in glee the debate is grist to their propaganda mills.

Message number 2: The Taliban are present even in the supposedly secure north of the country. It seems that those who are supposed to guarantee safety there have fallen back on massive airstrikes as a means of defense. It is a situation that is not conducive to strengthening faith in the Bundeswehr or the local Afghan security forces.

Message number 3: The Bundeswehr's image as a reconstruction force has been damaged with unforeseeable consequences. Attacks on German troops will increase. The public - in Afghanistan and in Germany will see less of a difference between fighting the insurgency and war. The current election campaign in Germany will lead to a further emotionalization of the debate on Afghanistan.

All of this is poison for the development of Afghanistan. Allies who are at odds on one hand, an increasing number of civilian victims and a triumphant Taliban on the other hand: The basic conditions are not good for the president's second term in office, should Hamid Karsai have won the elections.

In the current German election campaign, the debate over the country's military operation in Afghanistan is foreseeable and it is not helpful. The appeal to get German troops out of Afghanistan may garner votes, but it is by no means a stable concept for the future of Afghanistan.

Whoever wants to hazard the consequences of a new Taliban regime in Afghanistan should remember the era of its rule. The upcoming September 11 anniversary provides that opportunity; the symbolic date might help the allies realize who really is the opponent in Afghanistan.

He'll be responsible for the transformation (the doctrine) of NATO. It's more of a ceremonial job (with lots of prestige) than anything else.
