I dunno, it doesn't seem to be from 1998, more like 2008. The recruitment film is clearly influenced by the recent Transformers movies, and I doubt that Taiwan had a comprehensive recruitment website in 1998.

it's from 2009... it is written as 98th year of the republic , since being founded in 1911 + 98 = 2009 ... must be very new, I didn't see it when I went to taiwan this summer to visit relatives

most civilians don't want to join the military as it ends up being a handicap of two years after high school or after university which would be better served in job hunting or earnings, the issue of mandatory 2 year service is going to give way to an all volunteer military, to be honest most don't care about the military and are far too busy trying to make a living in which high levels of competition and high housing costs (at least in the major cities) with low minimum wages makes standard of living the main focus
