Right now they are just finishing construction of the hull, so since '04 this is as far as they got. Although they do state that it was due to lack of finances all the way up to 2008.

I can understand the Lada's hold up relatively well (onboard fires, troubles with the FC system and especially the bow sonar), and even the Steregushchy's and Groshkov's to a degree (a combination of finances and waiting for R&D cycles to be completed as far as sensors and to a lesser extent weapons),.................but theirs really no excuses for the Ivan Gren, she should have been commissioned by now.

Look at the ship, there has been virtually no work done on it through 2008, what you see now is all effort from this year. No money was coming in for the project, probably because nobody thought they would need it(look at all of the LSTs that were retired well before their time in 2000s). I personally think the S.Ossetia war was the 1 thing that saved this project from being canceled.
