Babelfish translation:

The dispo of the Tiger to the sorrow says the rapporteur Ground
The average availability of the Tiger of the Army is not as well as possible, reveals Jean-Louis Bernard, the rapporteur Ground for the budget 2010. To 44% in the first half of 2009, the dispo is even four points in on this side threshold of acceptability decided by the EMAT. The deputy explains this deficit by the heterogeneity of the fleet, the tensions on the replacements and the specific engineering problems
Such figures are astonishing enough for the spearhead of the ALAT, while at the same time this apparatus is deployed, since July in Afghanistan. Jean-Louis Bernard even writes that orders of adaptation reactivates were made necessary before the deployment.
The availability is slightly higher with Caracal (54%), even if it is less than in the air force. That of Cougar, however essential reserve, is in the limbs, to 43%. While at the same time the rapporteur also reveals that the fleet in service was well rabiotée, from 21 to 18 apparatuses, because of the rétrofit in progress and of an accident, last January.
The cruelest figure, in the Army, being that of Leclerc (34%), in spite of a rise of two points compared to 2008

When I was young I used to pray for a bike, then I realized that God doesn't work that way, so I stole a bike and prayed for forgiveness.

But i think one can make two and a half comments on this!

First, the heterogeneity mentioned in the report is probably
the main culprit as the Tigre is concerned. The way production
of the different types of this helo comes up as is but a maze.
One can picture guys around the line of prod. at the plant,
coming up to one of the builts with a new different part or
system and asking some other dude : "Hey! does it go on that one?"
LOL
And so on in the forces, especially at Le Luc at the franco-german
Tigre school!
Second, one can see the effects of the acquisition-oriented budgets
of late where less goes to maintaining the gear. AdT ( Army ) will
usually suffer more under such circumstances, as planes and ships
do more for the image of grandeur such being known to politicians.

As for the Leclerc... hum!
