How is this any better than any other 40 tube 122MM rocket launcher, be it from China or anywhere else? Nothing seems to have really changed in their designs for 30-40 years.

Those are disposable tubes. You fire off the 20 or 40 rockets and you chuck the tubes in the trash and stick in another box of 20. Much cheaper than the old Grads where the tubes had to be manufactured to higher tolerance for reloading and multiple launches. Cuts reload time too. Not so good for the environment I guess, but then our Chinese comrades don't care much for trees.
