What are you talking about... The F-35 is currently in flight training and testing ops in the USAF. IIRC there are over 20 aircraft being flown currently.

I agree the F-35 should pull an EF or Rafale type of thing and not deliver some capabilities until much later and than, as is the case with Rafale, demand a costly refit of 30 million euro per aircraft to get them up to date. That's much better ^^

That's already what the F35 programme is doing. It's in blocks. Just like Eurofighter. As for Rafale, they would have to pay for the upgrades, just as the USAF will, since it cost money lol!
Also, in that case of Typhoon (though probably also for the others) some things are funded separately. The new UK AESA (which is supposedly now flying) is funded differently on a contract between Selex and UK MoD. I believe there is another AESA programme for Typhoon also, and then CAESAR which is an old programme.
