This strange young teenager from EE'nE is our subject and I shall make a "Copy&Paste" of MY intro information of him on his page at AL which is...
"Rolf of Ed, Edd 'n Eddy may be the tallest and the eldest of the cul-de-sac inhabitants (especially since he is the only teenager in the show), but he is certainly as naive and "strange" as the younger ones. This young odd-speaking immigrant with the oddball accent and blue hair is probably a huge mixture of all sorts of culture exchange students, as his "ways of the old country" are a strange mixture of various countries in the world. (This was probably quite deliberate just to confuse us on where he is from.) However, despite the fact that he is oddly enough a troop leader of the "Urban Rangers," he really has no "allegiance" to any of the "groups" in the cul-de-sac. He may be good friends with Kevin and generally has good tolerance towards the Eds and is the leader of Jonny and Jimmy's "Urban Rangers" troop, but his relevance/feelings towards anyone else has not yet been confirmed."
