4:3 screen is not centered from FOX

Hi,
I watched part of the World Series game last nite and noticed that when Fox goes to commercial or any other 4:3 picture, the image is more on the right side of the screen on my Tosh 65h80 using the sa3100hd box from Rogers Cable, decoded from the component outs.

It is the only network that shows a right side dominant picture onmy set. everything else is centered.

Is this explainable? Does this showup only using my combination of equipment or does everyone else have the same thing?

PS: The closeups in the World Series were OK, but any distance shots were terrible. I thought it was stretched 480i not 480p.

It has always been like this on FOX-DT OTA. It also is a little bigger than 4:3.
