flashing on top of screen

i have a Toshiba 57'' RPTV. STARTING YESTERDAY I STARTED GETTING SOMETHING THAT LOOKS LIKE FLASHING LIGHT ACROSS THE TO 1/4 OF THE SCREEN. BRIGHT AND THEN DARKER. IT HAPPENS ON MY SATILITE CHANNELS AND FROM MY LOCAL OVER THE AIR CHANNELS.ALSO I AM GETTING SOME RED AND GREEN LINES OCASONALY FLASHING IN THE TOP RIGHT CORNER OF THE SCREEN THEY FLASH IN STRAIGHT THIN LINES RIGHT TO LEFT.

i just did that today its only 15 month old any guess what it could be and a cost.
