It's the formula that decides who plays for the national title in college football and in which bowl game. Supposedly it ensures the top 2 teams meet in a bowl game with the winner being voted #1 by the coaches. This year the BCS picked LSU and Oklahoma with LSU winning and being voted #1 by the coaches. But USC was #3 and was still voted the #1 team by the sports writers after they beat Michigan. Most people feel USC should have been in the top 2 instead of Oklahoma. They have a very complicated computer ranking system that will probably be modified next year.
