Toshiba 4:3

I have a Toshiba 4:3 that accepts 480i, 480p, and 1080i.When using my SA3250HD cable box, when set to 1080i, the picture fills the screen. I can stretch it, or zoom it, but it always fills the screen. Therefore I am always missing part of the image or it's distorted. I tried all of the options - fixed, passthru,and up convert. I do not have a choice in my tv menu. Is this the way a HD signal is displayed on a 4:3 set? Second question, why does HBO look better in 480p than 1080i ? Thank's
