What is the laws concerning the cable coming into my house. ie.. can you open the box on the outside of your house or must you have them come and do it. I know you can open the telco box, is cable the same way. Remember, it is on my house, not the pole.

Note: There are no filters installed and I do pay for my cable 100/mo to cox for just about all they offer.

Cable laws were changed some years ago, allowing you the homeowner, to split the cable coming into your house. You can split it as often as technically possible, but get good splitters! You will need to contact the cable company if you need cable boxes, but for standard analog you're fine.

If you have a service issue, and it turns out to be "inside" wiring, some tech's are cool and won't charge ya for the visit, some will. It's similar to the Phone Company's model.
